Forest Guide RFP Q&A Round 1; Amendments to RFP
The NG9-1-1 Interoperability Oversight Commission (NIOC) is pleased to announce release of the first round of questions and answers (Q&A) and minor amendments to the Request for Proposals (RFP) for the Forest Guide.
Though the Q&A period is still open, there are timely questions that are administrative in nature, so we determined it was reasonable to respond to administrative questions on an iterative basis as received. Additional administrative questions and answers will be processed on a weekly basis until the close of the Q&A period. In the interest of a fair and competitive procurement, substantive questions will not receive responses until January 29, 2021 as indicated in the original RFP.

In response to questions received by vendors, section “References” at page 34 has been amended from:
The RESPONDENT must provide references as outlined earlier in this RFP. The references must be from non-RESPONDENT related organizations and must clearly state the RESPONDENT’s company name on the reference form and contact information for the reference. These references must be provided prior to the pre-bid conference to be held when indicated in the Schedule of Activities.
References must sent to the RFP Coordinator directly from the reference. References received from the RESPONDENT will not be considered. RESPONDENTS are encouraged to contact the RFP Coordinator to determine if this requirement has been met, as failure to receive the required references could be cause for disqualification.

The RESPONDENT must provide references in writing describing a previous engagement with the proposed program team principals and/or the company itself. References may come via the RESPONDENT or may come from the party providing the reference. References must be received on before the deadline for delivering proposals.
RESPONDENTS are encouraged to contact the RFP Coordinator to determine if this requirement has been met, as failure to receive the required references could be cause for disqualification.

The following terms are unchanged: prospective vendors must indicate their interest in writing to NIOC at rfp@ng911ioc.org by January 6, 2021. A mandatory pre-bid meeting will be held January 13, 2021. Any questions are due by January 20, 2021, with responses provided by January 29, 2021. Proposals are due by February 15, 2021. These dates are subject to change at any time; such changes will be published at ng911ioc.org and will be included in a subsequent press release, if necessary. It is the vendor responsibility to monitor the NIOC website for any changes.
The NG9-1-1 Interoperability Oversight Commission (NIOC) is the independent oversight governance body for the NG9-1-1 Public Key Infrastructure (PKI), Forest Guide, and other technical-interoperability services necessary for interoperability and security in NG9-1-1.
